It offers a friendly, small-town atmosphere with easy access to business and recreational opportunities in Green Bay, which is just 15 miles north of the Village via Interstate Highway 43. We also have several local quaint shops and restaurants for people to visit, dine and shop. People are attracted to this area's friendly "customer comes first" oriented merchants, our natural beauty (Neshota Park, Maribel Caves, Devils River State Recreation trail, Village parks, local walking trails), its affordable housing and the many small town life style benefits we have to offer. The purpose of this website is to make your life a bit easier. If we can save you a phone call or a trip to Village hall, or make finding the answer a little easier, we have accomplished our goal. We hope that these pages help you to find the answers to a few of your questions or provide you with Village forms for permits, licenses or applications. Current Village Construction Projects: Map of Road Construction Activities We have several road construction projects planned for this year and next. For an overview of the projects planned for this year please click on the previous "Map of Road Construction Activities" which identifies the location of each project and the by-pass route or alternative traffic route. Alternative traffic route Truck traffic has been routed around the Village by diverting trucks to the south on Bohemia to Hager Road then left onto S. Wall and then another right onto Prospect and out to WIsconsin Ave. Again, check the map we've attached to this page. During utility construction, contractors wil attempt to keep one lane open. When this is not possible they will have detour signs posted. Our merchants downtown are open for business and looking forward to serving you, so come on down and enjoy our home town services. We appreciate your business! Project Description CTY Hwy KB/State Hwy 96 Entranceway into Village from Bohemia to St. Claude:
UTILITY WORK: The sewer and water utility work has been completed. The actual road construction elements will begin (around August 17th by Vinton) and continue until the end of September. Given the delay before Vinton can arrive on site....Atlas will be leaving a pile of cold patch in town to fix any areas that deteriorate before Vinton can begin work on the road. Because there has been a delay in the start date for Vinton's road work that was no fault of Atlas, Atlas is charging the VIllage $500 for each time they are called to repair a patched area. Therefore, the Village is reluctant to call for minor repair issues. If you have any questions or problems concerning pot holes, please call Atlas's office at (920) 497-8849 or email them directly Project Description ROAD WORK (Bohemia to St.Claude) : Updated as of July 1, 2009 at 11:45 A.M. The road work on this section is now aniticpated to begin August 17th and go through the end of September. J.T. Engineering is currently responsible for this and several other State projects. In a few weeks, it is our understanding, that R.A. Smith will be retained by the State for the overall project oversight and construction management during construction. We anticipate holding a pre-construction meeting with all parties involved on July 14th at 1 p.m. Drawings of the project are available for viewing at Village Hall. The actual road construction contract was "let" by the State to Vinton Construction on March 10th for $907,583.88. The engineer for Smith probably will be Ron Hardy. The new road will be three (3) lanes wide with the center lane being designated for turns. Sidewalks will be installed on both sides of the road and no parking will be allowed along the sides of the road. Project Description CTY Hwy KB/Main Street/Wisconsin Ave. from St. Claude to Prospect: (UTILITIES) (if you have any questions please call Craig at 920-366-0970 or 498-1200 or Derek Fonder at 366-7013 Updated as of July 1st, 2009 at 11:45 A.M. Part A (Bohemia to St. Claude utilities) Utility work is completed. During the Part B (Wisconsin to Pleasant) installation of the new sanitary sewer and water main on Wisconsin Avenue, temporary water will be installed for many residents that have water service off the Wisconsin Avenue water main. The temporary water has been constructed above ground using similar materials as the permanent water stystem. The temporary water was or is being connected to your resident or business. The construction crew may need to enter the house to complete the transition to the temporary system. Then the installation of the new sanitary sewer and water main will begin. On June 23rd they started to do the connections of sewer into those on East and West Grand Ave.....which are about 70 ft. in on each side of Grand. This will take approximately 3 days. Then their crew will head north on Wisconsin and be able to complete the sewer work by July 10th. The water line work will commence on July 13th and go through to August 15th. Laterals will be installed from June 29th through July 20th. Resoration work on WIsconsin will be completed from August 17th through August 30th. Residents should plan their personal schedules accordingly and anticipate interruptions to their utility services during this extended period of time. The road construction portion of this improvement , most likely, will occur in a subsequent year when the State has sufficient funds to undertake the final road construction project. We're guessing that it may be funded in 2011 or 2012 and that's being optimistic. Again, the road construction will not happen this year. The road will be patched after the utility work is completed and remain that way until the State approves the road portion. Project Description Main/Wisconsin Road Work Updated as of July 1st, 2009 at 11:34 A.M. The Village will be holding a Preliminary Design "Scoping" meeting with Brown County Highway and Ayres Associates on July 14th at 11:00 a.m. to determine the various concerns that will need to be taken into consideration during the design phase. We anticipate that additional road right-of-way acquisitions will need to occur. Electrical utilities will also be converted from overhead service to underground in year 2011 or 2012. The Village has already placed $450,000 into reserve accounts for the electrical work. The Village will fund the conversion from overhead to underground electrical service in the public area. However, individual property owners will need to fund the upgrading of the new meter base and any changes in their house. Project Description Grand Avenue from Church Avenue to the east to Cty Highway KB: The east end of Grand has been closed off to through traffic and the eastern section has been removed. Traffic eventually will be re-routed onto the new gravel road. A gravel service road will then be constructed to connect the three lots to the east into the "curve" section of the new road. In about a week and a half, Northeast Asphalt should arrive to pave the new road area. Meanwhile traffic on E. Grand is restricted between Church and Cty Hwy KB. The construction contract was awarded to the local firm of Bielinski Excavation in the amount of $99,951.80 at the February 2nd Village Board meeting. Construction will be completed prior to September 1st. Project Description Highridge Avenue from the intersection of N.Wall and Highridge to the east to Diamond Ridge: Updated as of July 1, 2009 at 11:50 A.M. The road will be narrowed and a sidewalk installed on the South side of the street. Construction may possibly begin in August but will not be completed before school begins in the fall. The Village obtained an award letter on July 9, 2008 from the State to provide 100% funding for the project. On January 26th 2009, just prior to a turn-over in State staffing we received three copies of an unsigned agreement for the project and signed them and returned them to the State. We didn't hear back from the State until April 8th, 2009. They hired SEH engineers of Appleton to manage the project. SEH contacted the Village to move forward with implementation of the project. However, SEH has indicated that an environmental review needs to be completed but the regulations have changed and haven't been published. Therefore they are awaiting the new requirements to be published before they can do this work. Therefore, there probably will be some delay in this project. Other features included in this project include the installation of "Your Speed Is" signs to let drivers know they need to slow down. We originally anticipate the construction would be completed prior to the beginning of the next school year (Sept. 2009) but we're now almost certain that this is not going to be the case. There are now three engineering firms working on this small $118,000 project and each of the firms needs to review each activity, so it's been extremely difficult for the Village to move this project forward. Consideration was given to installation of sidewalks on the west side of N. Wall Street from the intersection of N.Wall and Highridge up to the intersection of N.Wall and Hansen St. Road right of way stakes indicate there is room for sidewalks. There are two utility poles in the right of way area that can also be removed at no cost by the utility company. There is a tree that the sidewalk can be "curved" around to fit. Most property owners already have a portion of the sidewalk already. It appears in their concrete driveway as a five foot strip. We have verbally been infomred that the cost of the new sidewalk can now be included in the federal grant and homeowners therefore will not have to pay for this improvement. However, once constructed the homeowners will be required to maintain the sidewalk. People have called Village hall to ask about the stakes in their lawn. The stakes are not on anyones lawn....there are on the right of way. R.E.L. has surveyed the "public road right of way" area and determined that there is sufficient space for sidewalks to be built without encroaching on any private property. sidewalks. Homeowners existing driveways already have a section of concrete designated for future sidewalks within their driveways. These areas would not be disturbed. No trees would need to be removed. ADDITIONAL INFORMATION: Some homes along CH KB (DePere,Main,Wisconsin) from Bohemia Drive to Pleasant Ave. may still have lead water services or laterals.These laterals will need to be replaced The Village is responsible for the cost of the water main and water lateral up to and including the curb stop or shut off valve. The property owner will be responsible for the cost of the connection to the curb stop and water lateral into the home. It may be in the best interest and lowest cost to the owner to have the change made while the Village's contractor is working on site. Homeowners may also need to contract a licensed plumber for any interior plumbing needs within their home. Mailboxes to be temporarily relocated It will become necessary during the construction along DePere Road and Wisconsin Avenue to relocate about 65 mailboxes. The Post Office has already placed a mailbox structure in the central business district parking lot by The Trophy Shop/Village Hall for residents to use during this construction period. This will be a locked and secure box. Customers will be issued a key for their box only. When construction begins on Grand Ave. and Highridge in May, arrangements will be made by the post office for the temporary relocation of mail boxes for these customers. Requests from persons with disabilities who need assistance in mail services should be made to the Post Office at 863-2612. Festivals (Lions, Fall), Parades, Village-wide rummage sale and baseball games The Lions Weekend Parade (July 24,25 and 26th) on the 26th will begin at 11:30 a.m. at the far end of W. Green Bay Rd. (west of Cty R) and proceed down Green Bay Road to Main Street and then turn left (North) onto N. Wall Street and then ending at the High School Parking lot. Police Chief Towns and Administrator Ellis will be working with contractors and civic groups to accommodate these activities during on-going construction. There is a penalty of $960 per day for delays in construction. Therefore we will attempt to arrange alternatives for each of these events to accommodate people without having to delay construction.
